Would someone please explain to me ...
... why the steriod scandal in baseball should be any concern of Congress?

I think it is because the of the special anti-trust exemption granted to them by Congress. Congress has the power to revoke that privilege from them. I am not sure of all of the legalities, but that's what I gleaned from last year's hearings.
